Should the diesel be supplied to Rainfed Maize and Rainfed Rice technology? I have attached the relevant RES herewith.

Yes, Sujan

Both the rainfed and irrigated Rice and Maize need Diesel input. You can think of it like using farming equipment (tractors etc.), which will be used irrespective of the land cover type.
