In the hands-on exercise 5 instructions there is a link to a folder containing datasets for Benin (https://drive.google.com/file/d/1HD_Cxfi3BCM_fOcrFmUCCA5WisoyUuOH/view?usp=sharing). You can find the custom demand dataset in a folder called CustomDemand. Please use this layer for exercise 5.
In a more general sense, the custom demand is a layer that enables you to diversify your electricity target across your study area. How we have created the layer used in the exercise here you can read about in Appendix F of the publication here (in the paper it is called The Custom Residential Electricity Demand Indicative Target (CREDIT)) : https://www.mdpi.com/1996-1073/12/7/1395/htm
Note that in theory you can run an OnSSET analysis without the layer but it would force you to select an electrification tier explicitly for urban and rural settlements.
