in principle you can, but you should then have one technology working in two modes of operation: in the first mode it takes WTRGWT and gives PWRWAT; in the second mode it takes WTRSUR and gives PWRWAT. If you use one mode of operation with two inputs (WTRGWT and WTRSUR) and one output (PWRWAT) the model will - wrongly - use always both inputs to produce the output.
For the exercise in the OpenLearn course, we suggest to just follow what recommended because otherwise the visualization of the results may not work.
